The scroll, which emphasizes Roman military strategy, describes an eventual world conquest by Israel, aided by divine intervention and possibly as a reaction to Roman hegemony. Diagnostic references within the scroll have led researchers to posit that it dates to the late 1st century BCE or early 1st century CE.
