Commentary: The scroll is a handbook on how to conduct a holy war between the "children of light" and the "children of darkness". Emphasizing Roman military strategy, it describes an eventual world conquest by Israel, aided by divine intervention and possibly as a reaction to Roman hegemony. Diagnostic references within the scroll have led researchers to posit that it dates to the late 1st century BCE or early 1st century CE.
